where i live, people ask you in parking lots if you want them to wash your car with no water, on the sun, and then polish it, on the sun.

I've seen our neighbour wash his new VW Golf GTD with a sponge and one bucket for wheels and the car, only to rinse the car off by throwing the bucket of dirty water over the car. This is what I use every time, every week or so.

I don't know about legal, but I've seen factory optioned tv tuners and screens on the front dash

yes, on the sun, they have these carts, and they offer you washing your car and then waxing it. I think theres people that buy it, those that dont know its a rule to wax your car on shade.
